The Miami-Dade county code requires a Special Building Inspector, a Florida registered architect or professional engineer retained by the owner, to inspect and supervise the compaction of fill under slabs on grade and the installation of structural piles. That requirement is aimed squarely at the conditions this side of the county presents, and where records of it exist for a property they are worth locating before diagnosing anything.
Repairs on newer construction have one clear advantage: the original drawings usually still exist, and knowing how the building was founded shortens the diagnosis considerably. Where the structure is light and the competent layer is deep, helical piers are typically the practical answer, with the count and the torque criterion set by the engineer's analysis rather than by a rule of thumb.
