Why do foundations settle in Miami if there is limestone under everything?

Limestone is under most of the Miami Rock Ridge, but it is not at the same depth everywhere and it is not uniform. Away from the ridge, and in areas that were wetland before they were neighborhoods, the top layers can be sand, marl, peat, or imported fill sitting over softer material. A footing poured on fill that was never properly compacted will keep compressing for years. Add water moving through the ground, which washes fine material out of the voids in the rock, and you get a footing that drops while the footing 20 feet away does not. That differential movement is what cracks walls.

Lifting a settled footing back toward its original elevation does close cracks, but a wall that has been moving for ten years has crushed mortar and broken block that will not knit back together. The realistic goal is stabilization first and recovery of some elevation second, with cosmetic repair of the remaining cracks afterward.
