NIST's Surfside Findings, and What They Do Not Say

NIST released its technical findings on the 2021 Champlain Towers South collapse in June 2026. It ruled out foundation failure, sinkholes and settling.

For five years, every structural conversation in Miami-Dade has had Surfside sitting somewhere in the background. It changed the inspection rules, it changed how boards think about reserves, and it changed how a homeowner reacts to a crack. In June 2026 the National Institute of Standards and Technology released the technical findings of its investigation, and they are worth reading carefully, because a lot of what circulates about that building is not what NIST found.

What NIST concluded

NIST’s finding is that the collapse began in early June 2021 with punching shear failure at two column-to-slab connections in the garage, at the pool deck level. Punching shear is a specific failure mode in flat concrete slabs, where the slab effectively fails around the column supporting it rather than bending. Loads then redistributed to adjacent connections over roughly three weeks until the structure came down on 24 June 2021, killing 98 people.

On cause, NIST points primarily at the design and the construction. Its language is that there were severe and widespread deviations in the building’s original structural design from the codes and standards of the day, alongside some limitations in those codes and standards themselves, and that there were also deviations in the building’s construction from the design drawings. Long-term degradation from corrosion is named as a further factor that reduced margins already too narrow.

What NIST ruled out

This is the part that matters for how people in this county read their own buildings. NIST expressly ruled out foundation failure. It ruled out sinkholes. It ruled out settling. It also ruled out construction vibration from neighboring work, hurricane and storm surge effects, impulsive loading, and overload from the roof project that was under way.

That is an unusually clean list, and it cuts directly against the folk explanations that circulated for years afterward, including the ones involving ground conditions.

Why the distinction is worth holding onto

Two reasons, and they pull in different directions.

The first is reassurance. If you own in a Miami-Dade building and your worry is that the ground is moving underneath it the way people said it did in Surfside, the investigating agency has looked at exactly that hypothesis and rejected it. Whatever your building’s structural questions are, that is not the precedent for them.

The second is that the actual findings are not comforting in a general sense, they are specific. Design deviations and construction deviations are not conditions you can inspect for from the lobby. They are the reason the inspection regime exists at all, and they are the reason an engineer’s report on an older building is worth reading rather than filing.

Where corrosion sits in this

Corrosion did feature, as a degradation mechanism that further reduced margins. That is consistent with everything else known about reinforced concrete in this environment. Florida’s own transportation structures design guidelines class a structure over or within 2,500 feet of water carrying more than 6,000 parts per million chloride as an extremely aggressive environment, and seawater runs at roughly three times that. Steel inside concrete on a Miami-Dade barrier island is working in the state’s most severe exposure category.

None of which means corrosion causes collapses. It means corrosion is the reason concrete restoration is the dominant structural workload in this county, and it is why a spalling repair that stops at the face of a corroded bar rather than going behind it is not a repair. The status of the report

What was released in June 2026 was the technical findings. The final report, carrying the full evidence analysis, test results, modeling, and NIST’s recommendations for changes to codes and standards, is still being written. Recommendations from NIST investigations have historically shaped later code cycles, so there is more to come from this.

The practical takeaway for an owner or a board

If your building is subject to Miami-Dade recertification or the state milestone inspection, the report you receive is the document that matters for your property, not the one about a building in Surfside.
